newbie help!!

hi , i got in to ur site frm google. i am doing my masters in UK.in my univ
they have restricted the internet access.we got only browsers and MS
office.i like to use some linux free shell(i tried rootshell.be) to learn
perl and java. i tried mindterm2.0(java applet) with IE 6. i cudt connet.
tat gave a error message("operation timeout").pls let me know how shuld i
establish the connection? shuld i configure my http? my explorer.pac file is
like this
