using the tunnel feature of MindTerm

I try to run MindTerm as an applet on of my public web server so people can
use it to establish a tunnel to connect to their desktop at work from
Internet. I'm reading the FAQ and noticed that the tunneling feature isn't
available to the unsigned binary. If I need the signed one, I need buy the
site license even I plan to support less than 100 users, is this correct?
