This can be caused by a number of different factors[1]. For starters log
in the server in the US and run "cat >TEST". The press ä followed by ^D.
After that you can do a 'cat TEST' to see what it looks like. You can
also do an 'od -t ax1 TEST' to see what actually got written to the
file.

[1] One common reason is that your shell on the server considers the
character unprintable and refuses to echo it.
