tab key

I am using 2.4.2 and I noticed in a past post someone said they were 
unable to get their mac's "tab key" to work.

I am using a Windows PC with IE, and my tab key will not work either. 
However, if I press control-i, it does tab correctly.

How might I get the tab key to work so that I do not need to depend on 
control-i? The "useAWT = true" idea posted in prior posts does not make 
a difference.  Does 3.0.1 fix this problem or can I fix this without 
using 3.0.1?
